Night Market Dailies not shareable

There are several times where a certain daily can't be shared to you, even if you haven't had it or have any other dailies active. Today, for example, I can't get the Brazen daily from anyone. I always see someone else having the same issue in whatever group I'm in. Some days I can get all 5, but it's not consistent at all.

I think the shared daily has to come from another faction than the one you already have.
So someone from Thousand Eyes can‘t share you their quest if you‘re in Thousand Eyes faction as well and have a quest from them.

My wife and I are both in the Thousand Eyes and share our quests with each other, so that's not right.

No, it's not like that. It's simply buggy. The same quest is not sharable from my husband, but it is sharable from another one. Sometime. No rules, just bug.
