Night Market Dailies not shareable

There are several times where a certain daily can't be shared to you, even if you haven't had it or have any other dailies active. Today, for example, I can't get the Brazen daily from anyone. I always see someone else having the same issue in whatever group I'm in. Some days I can get all 5, but it's not consistent at all.

So someone from Thousand Eyes can‘t share you their quest if you‘re in Thousand Eyes faction as well and have a quest from them.0 -

My wife and I are both in the Thousand Eyes and share our quests with each other, so that's not right.0 -
