This set was created to blow up ball groups. Then ball groups complained. And it got nerfed, along with every single other set designed to blow up ball groups. Its almost as if players really do not want ball groups blown up.....

Ironically, I think it was ultimately a set used BY ballgroups (multiple wearers at once) to terrorize hapless pugs by dotting them up, letting the unpurge-able stacks build in the blink of an eye, and watching fireworks ensue.
As far as I can tell, most sets that have anti-ballgroup potential just end up being used by ballgroups, eventually... RIP Plaguebreak and Azure.

This isn't what actually happened.
The set was nerfed because it was bugged which caused it to proc increasingly faster the more people wearing the set.
When the set was initially added this wasn't the case. it happened because ZOS broke the stacking when trying to make the set more relevant.
Because of the bug it also caused problems in PVE which lead to the set being nerfed and also disabled in cyrodiil because this specific bug was being heavily abused by some groups of pvp players.
