In this specific case it doesn't. It specifically states "grouped with at least 1 other player".

The player does not even need to be logged in. Works fine if they are offline.

Maybe ZOS is trying to get players to play in groups so they are ready for the Night Market which is from what I understand group content, and not designed to be completed solo.

I asked this question at the beginning of the year, and unless anything has changed since then, it seems to be mainly an open dungeon where people can just tag along with others, except for a few interiors that will be group content (both for 4 people as well as for 12 people). Not sure if the group instances are needed to get the main collectibles and unlock all housing rooms, though.

Don’t need to do the instances to unlock the house wings. The things to unlock the house wings are a requirement before you can do the instances.
It seems that you don’t need to be in a group with someone to count as being grouped for the worldboss one at least, I got a worldboss tick with no companion and 2 players around whilst I was not in a group. Did not try completely solo, but maybe this is a test for a Night Market golden pursuit.
