Is giving werewolf minor resolve considered illegal?

I appreciate MANY of the changes mostly formatting this jokingly so please don't think I'm not grateful for an update.
Werewolf has a damage skill that makes you take more damage and only 'tank' version(s) of some skills give in-line damage reduction. Can we pretty please have minor resolve added to either 'damage' morph of the 'major evasion' skill (roar I think) or simply add this as a passive before end of PTS?
Not having minor resolve for PvP and especially even an option for PvE in the BIG 2026 is wild, haha!
