Transmute Station Locations: just "Huh?"

This was not addressed in the Patch Notes that I saw, but Solitude and Sunport are both missing from the list of Transmutation Station locations. The rest make sense: 3 alliance capitals plus Eyevea (base-game), Wrothgar (chapter in all but name), and the main towns in all the chapters except those two. This is not a complaint as much as a "I'm really trying to figure out the reasoning behind this." I'm doubtful that it's a Nord thing or an Altmer/Argonian thing, so that leaves more practical stuff like there just wasn't room to fit one in the guildhall or somesuch.

it is odd yes, hopefully Solitude and Sunport still get Transmute Stations
