If you observe the pattern of DK, we had the original couple of blue styles from years ago. Then we got most of the rest of the remaining skills during its class refresh. But the final two skills to "complete the pack" were reserved for Gold Coast Bazaar purchases. If you do all of those things then you have an entire blue "pack" of DK skills.
You will likely have to wait for the Arcanist class refresh to get the majority of the blue skill styles. Otherwise, you can buy two more from the Gold Coast Bazaar. The orange pack, like the Celestial Sorcerer style, are not meant to articulate with that "pack", they are more one-offs if you happen to find them interesting on their own.

If you don't like it because it's orange, does it matter it's behind the premium tome?
On the other end, this is what we should be expecting moving ahead. If they don't put anything desirable at all into premium, what would be the point of it?

That they haven't released the full set of blue arcanist skills yet? They haven't done a full set for any class except for DK so far, and that coincided with its class refresh. So there may be a bit of a wait.
That they released a skill style in an unwanted color? Well, it doesn't have to be claimed or used.
That they released something desirable (to some players) as part of the premium tome? That's kind of the point.
Hopefully the rest of the blue arcanist skills will be made available when their time comes and they will be satisfactory (I'm also looking forward to them).
