As has already been said, its mainly the world bosses that had their difficult increased in more recent DLCs to the point where most require a group to take down.
Most overland creatures are about the same whether in a DLC or base game.

The same goes for DLC quest bosses; they aren't really any harder than base game ones. It's not really a straight and clear non-DLC vs DLC split.

Years ago ESO as a whole was more difficult than what it is now and not because of powercreep: I didn't know this myself but I've seen videos of the same base game, story boss fought years ago and fought today with a totally new character - it was WAY HARDER back then, while today is almost impossible to fail.
I put this info out because veteran players may have missed it and still base their opinion on memories of an experience that isn't there anymore.
If you don't believe me look it up, but it's the consequence of a series of updates.

This is a good point, and maybe that is why I remember having challenges on my first character. I have a specific memory of dying on a boat doing a quest in Khenarthis' roost of all places where there were maybe 5 or 6 trash mobs close together that mowed me down.
Today those same mobs might not even do damage lol.
