Unable to learn recipe.

I recently purchased a blue recipe (Fortified Mountain Lager) from a guild store and I am unable to learn it. Double clicking or right clicking and selecting use does nothing. Tried reloading ui and logging out etc.
It requires recipe improvement 5 which I do not have, but this has not stopped me from learning any other recipes including higher ones. I simply learn what I can get my hands on and spend the point when my character is the right level to consume the food/drink produced.
Any thoughts?

It's a known issue with that recipe for a while now.
