You basically answered your own question. A.) Because there are many other sources including sundered procs and B.) because each class kit needs to have gaps that can only be filled with suboptimal alternatives to push class variety. And obviously C.) because most DK abilities are already heavy loaded after the rework.
Minor breach can be sourced from like infinite sources now. Idk what the new team's plan is when it comes to classes, but the gaps in access to certain tools/buffs/skills was an intentional design meant to be filled with gear or guild abilities anyway.

There are no guild skills that apply Minor Breach. Pierce Armor is the only weapon skill that applies Minor Breach.
I suppose Dragon's Defilement does give an AoE Minor Breach effect once you've been hit in melee, but I'd rather open up a 5pc slot by using scribing for it instead.
Of the two "AoE" Minor Breach skills in the game, one is on a delay and hits in a zone in front of you, and the other requires you to be hit by the enemy. (Deep Fissure/Fatewoven Armor)
Then there's the scribed Instant AoE Minor Breach ability. Which is, IMO better than everything else.
Just kinda pointing out, that in terms of tanking, this is an area classes (as a whole) are lacking.

Hmm, this is for DK. But this sounds like throwing shade at the pureclassing bonuses for NB (or the standard Minor Savagery)?
That being said, if you're looking for classless sources of that kind of thing that are group-wide:
Elemental Catalyst applies a 5% increased critical damage taken on enemies (so team-wide buff) by applying Frost/Flame/Shock damage respectfully for 3s, which can be applied via various AoE abilities, especially sticky DoTs... Hmm, like the scribed soul burst... Ah, I get it, it's a jab at trying to optimize things.
And of course Monomyth for constant Major Force, but in PvE honestly you can hit cap pretty readily already.
