If they had figured out a way to do full class changes they would have gone ahead and monetised it as tokens in the crown store.
They released sub classing as the best solution they were capable of.
They have moved focus back to pure classes, which will in turn redo the skill lines in sub classing.
If you want to swap between classes, create a character of each class, no one is telling you to create 20 characters, you say you only enjoy your one class, now you have experienced through sub classing other classes you enjoy, have a go creating a character of the class you most enjoyed tinkering with the skills from.

Not really though, especially with Pureclass bonuses coming in Update 50, players with 1 character will be once again locked out of some really cool builds because of said bonuses and the class reworks also intrinsically rewarding you for having your base Class as a specific class

You have the option to make more characters if you so desire. Saying you're locked out is silky. You're only limited by your own choice. All options are still available.
They have already stated previously that subclassing was their answer to the requests for a class change. They said that doing a class change would be extremely difficult to implement. Even if they did add it, it would no doubt be a crown store item selling for at least 3500 crown if not more, and people would still complain and not buy it, leaving the devs stuck with an investment with no return.

I would buy the token for the same character multiple times whenever balance changes favor one Class with their associated Class Sets (especially when we get the 3rd one), Scribing Class Masteries, and Class Mastery passives.
Expecting the cost to be about 5000 Crowns, that's a lot of return for each player who doesn't want their character to be stuck in a poor place, especially with all these class reworks being done.

I applaud your willingness to support ZOS, I feel the same. But sadly, many others won't feel the same, and that's what puts ZOS in a bind, especially considering their limited resources and outdated game engine.

If you don’t want random players, then don’t ask for them. Build your roster on Discord, not on Group Finder.
