Can you wear a Major Adornment with a Helmet?

Hey,
I just got the Naryu Costume bundle in the Crown store because I thought the goggles it includes would look amazing with the Heart's Day hat. However, it seems Major Adornments don't appear unless you have Hide Helm active, which is dissapointing.
Is this a bug? Or intentional? I just want to make sure I'm not being dumb here and missing something haha
