Would it be possible to get a delay on toggle-able skills? Maybe a half second or something variable that the player could change? That way there's less of a chance of inadvertently turning it off. Take Siphoning Attacks for example, depending on your build it can be an essential skill. In the heat of a fight with all the moving around and attention to positioning it's sometimes easy to miss that it's off. Then all of a sudden your resources are gone and there's nothing much you can do at that point.
