Why would a tank being using Chains of Devastation? I'm assuming you mean the other morph that provides a taunt and a pull?
Anyway, if you really a pull that cost stamina instead of magicka there is always Silver Leash from the Fighter's Guild skill line. Basically does the same except maybe for proccing some of the new DK passives.
I think you're looking at it backwards. The DK version is generally considered the superior version *because* it uses mag. Using the mag version should be easier to maintain because if you are in a situation where you need to perma-block with your shield then you'll never recovery stamina naturally. In this situation, relying heavily on magicka skills makes sustain much easier and simpler. You build into mag recovery and use other various passives, skills, and sets restore your stamina.
It needs buffed, I was going to post about that at some point, but not like that. It’s not competing with silver leash, it’s competing with the scribed chain. And compared to the scribe chain, it’s worse. It needs to apply breach or maim or something.

hell, they could buff it with my suggetion and make it a shorter range thing BUT it pulls in an AoE like the voidbash set and the srcibing skill making it the first basekit AoE that you dont need to go outta your way in any regard to get.

thats why i suggest it be made into a max stat scaler so that way if you want it to be mag because guess what? almost all of DK abilites use mag as their casting stat which when you have 14 to at most maybe, 20k mag and you have to go through a full bar 2 bar rotation every 20 seconds, it leads to a problem where you cant affoard to cast the chains as much cause than your rotation will fall outta step so when you have like 8 abilites using mag, it would be nice if the one stat only getting used for basic actions and not even that many at that with the new buffs making DK REALLY sturdy with major protection as basekit and so easily gained at that and with the fact it being stam would let you be a bit less caring about making sure to have good enough mag or stam to maintain your rotation and taunts/pulls and can put more points in health to be tankier.
