I could use around 2 or 3 skills before I was out of Magicka. It didn’t seem to affect everyone because an opposing player racked up 38 kills in like 5 minutes.

Every under-50 match lasts the full 15 minutes because when you break free once, half of your stamina is gone. And since your recovery is also 1/3 of normal, you can use one skill every 5-10 seconds. There's no way this is intended and it's absolutely horrible.
What's worse--it seemingly doesn't impact everything. For example, my critical chance is 10% higher than outside of BG. Some players get 30-40 kills each battleground, so there may be some stat sources that are not affected by this bug or modifier. But it's not clear what they are, so the few players who seem to know what the deal is are benefiting disproportionately, and no one I've asked seems to know what exactly is and isn't affected.
Hi,
I have noticed that there seems to be a bug affecting some, but not all players in under 50s battlegrounds since U49.
I have not encountered the bug in regular over 50 battlegrounds.
What is happening is that character stats are being massively reduced upon entering a battleground - far more than can be attributed to the removal of CP and the activation of Battle Spirit.
I took two screenshots of my characters stat sheet, one in Icereach (Under 50 Cyrodil campaign), and one in an Under 50 battleground, for the same character, with the same gear etc. and have attached them here, and you can see the battle spirit is active in both.
In some cases, stats are being reduced by over 50%.

"Below 50" is not a core part of the game, and no other character of mine except the first one was below 50 longer than the 2-3 hours needed to fully level it up. What's the point of playing low lvl when you can skip it and have access to anything and end game content? PvP below 50 is even more ridiculous. It can be nice just to be able to grab a bonus once a day if you play slowly, but taking it seriously?
It broke? The best resolution would be deleting it and adding compensation so you could still grab a small bonus every day if you want, for example, exp boost for the first quest done, so questers would not whine about not being able to get this bonus

It gives newer players a chance to learn and their class without getting crushed by fully optimized endgame players. If ESO wants more people participating in PvP long-term, removing one of the few beginner-friendly environments seems counterproductive.
