Can't choose Subclass skill trees

Situation: Character over level 50, has completed the initial quest to subclass, with 86 Skill Points, and currently has one skill line from original class and two subclass skill lines. Went back to the NPC to change one of the subclass skill lines. Don't have the option (there are no markers to the left of the subclass skill trees, except for those currently in use). All the subclasses not currently in use do not allow for selection.

Logged of this character and logged on with a different character who had never before done subclasses. Went to NPC. No problems. All subclasses indicated that they were available.

Any guesses why a character who previously got two subclasses can't change them? I've done this plenty of times in the past. This is the first time I did not have the option to select different subclasses. Is this a bug? Or a "feature"?

    Go to a respec shrine instead of the person. Same place you’d go to for changing skills, I don’t remember which god it is.

    Using a Respec Shrine or a Respec Scroll had same problem as using the subclassing NPC (in Riften): With all three methods, there are no options to select new subclass skill trees. I've changed subclass skill trees many times. I have no clue why I am now having this problem. User error? Or bug?

    A guildmate just went to the subclassing NPC (in Riften) and was able to change subclasses with no problems.

    But another guildmate tell me that they also cannot add subclasses (option not available).

    A different character on my own account can change subclasses using the subclassing NPC (in Riften). But for some reason, the main character on my account cannot change subclasses.

    Subclassing is broken for me on both servers (PS4). I am only able to replace one skill, and then the quest fails to update so two of my characters on each server are stuck with it in their quest log. ZOS doesn't seem to care - or maybe they simply don't know how to fix this... @ZOS_Kevin

    Do you have a third subclass skill line active you are not using perhaps?
    There is a limit of 3 subclass skill lines you can have active and leveling at once.
    So if the objective was to select a new or different skill line, in order to select a different skill line one of those 3 must be leveled to max first.
