You should be able to be 'infected' by ANY werewolf or vampire you encounter (like previous Elder Scrolls games). It's annoying to have to run all over Bangkorai/The Rift/Reaper's March at night looking for specific werewolves and bloodfiends. Not everyone wants to be 'turned' by another player (roleplay choice). For people that don't want to be infected, should be given a toggle in gameplay menu (chance to be infected with Lycanthropy or Vampirism on/off). For people that do want to be turned that way, the option will still be there.

For some roleplayers, it makes a meaningful difference how their character contracts vampirism in game. If the story idea for that character is getting infected by being bitten by feral vampires in the wilderness, just walking up to some friendly npc and getting it through dialogue (or even through the store, for free or not, or from another player character) is not a viable substitute.You should be able to be 'infected' by ANY werewolf or vampire you encounter (like previous Elder Scrolls games). I'm not completely sure what I'd consider the best solution, but I agree that the chance/risk for infections in the wilderness should be higher. Either have the infective vampires spawn more often, or add a small risk to all vampire npcs.
Of course, easy ways to get cured should be provided for people who don't want vampirism on their character. I'd also be fine with a toggle.
@wolfie1.0. It's REALLY easy to get vampirism in Skyrim, Morrowind, and Oblivion. You have several areas that spawn vampires. You get hit by melee (or vampire drain spell in Skyrim), you get infected. Don't cure within three days and you're a vampire.
Sadly, the only way in Skyrim to become a werewolf (without mods) is to join the companions. I think with Morrowind Bloodmoon there was a quest or you could be attacked by a werewolf and be infected that way.

Which is why I said there could be a toggle on/off option. Or as @Erickson9610 stated, be able to make cure disease potions like the other games. They could also implement shrines that cure you.

The new quests just send you back to the original quests. You get a werewolf/vampire bite from the NPC when the screen goes dark, and the NPC tells you to go to the original shrine to take the portal. Lamae Bal and Hircine are still the ones to give you the corresponding curse.
