I am experiencing the same bug people were complaining about in 2014.
I'm in the Eart Forger, have completed the forging and battle parts, and the quest instructions now say: "Travel with Merric to find Aelif", but Merric doesn't move or respond when I try to talk to him. I ran to Aelif, who is equally unresponsive. I tried running back to Merric, but the problem persists. I tried using the portal back to Greenshade, but the quest just tells me to go to the Eart Forge, where the same problem persists.

Did you follow Meric when he have finished creating that weapon and you fought those enemies that will spawn? It is possible if you teleport out of a certain quest stage or run too fast when you have a follower (when a NPC is part of a quest and you are expected to follow or that NPCs is expected to follow your own PC) that quest will not register progression correctly and you have issues like NPCs that doesn't respond or quest doesn't progress.

I did have issues like you with Merric/Aelif just for a week or two ago when I finished up FG quest line on one of my characters. Sadly I can't recall how I solved it.

Try to drop (Abandon quest) and start over this quest from where you pick this quest up and take it step by step this time, don't rush.

Don't run too far from any follower (especially if you have movement increase from mythic like Wild Hunt, Champion points that is active that can increase your PC (Player Character) movement or gear with increased movement speed). Most follower you need to stay in range for those to keep following your PC.

This quest have trigger for quest stages which sometimes this game isn't very good to point at with in game quest markers, make sure that you have finished quest stage and next quest stage is active (marker and journal will update).

If use add on, then make sure that add on like those that for doing Pledges or quests automatically change active quests. I have a lot of add on and some can change or try to change to quests for group dungeon when my PC get teleported in and I pick up quest that is for that dungeon etc.

Also make sure you aren't grouped with a friend or anybody at the same time as when you are in a group and a group member can will share quest(s), that can also change your active quests, if you aren't careful to check what quests that are active.

Here is a video that show what to expect in this quest. Start/jump to around 23 min and you will see where Aelif are supposed to wait on you. Make sure to not have too much distance between you and Merric while running towards Ailef as Merric will stop following you and you will need to go back to Merric to get him to follow you which is necessary to progress until you get to Ailef.
