Is there a reason this outfit is still unavailable?

So for a long time this outfit has appeared on numerous NPCs over the years & was never made available for players. The first time it was used was way back in the Orsinium DLC from late 2015. So that means this outfit has been in the game for over 10 years & never obtainable. Was it in the works, forgotten, or Is there a particular reason why its not available to players? Numerous costumes on NPCs could be used by players ever since then. A response from a developer, or any insight as to if this outfit will ever be available would be greatly appreciated.

I suspect it would be a costume but this would be lovely as a motif set. The cape as a shoulder piece would be nice, we need more non-traditional shoulders like the fur scarf.

Been waiting years for it. Some friends and I thought some years ago we were finally going to get it when it was visible in a datamine, but that was shown later to be a houseguest.

There are so many costumes and styles worn by npcs we still don't have.

Absolutely love this outfit, really wish we could get it.
Its just so simple but more than a basic clothing style, which is something that we are kind of lacking.

If there is any insight as to why this outfit/costume wasn't made available for players, it would be greatly appreciated. People have wanted this costume since it first appeared on NPCs in the Orsinium DLC back in late 2015.

I believe some of the light armor styles can replicate something close to this.

There's definitely the shoulder cape thing and should be some sort of similar robe and with the option to hide any armor piece next patch, it will be possible to hide the gloves (and belt/sash if there's none that fit).

It is a nice outfit though and not trying to say it shouldn't be added. Curious to see if anyone has made anything similar to this with existing styles.

Evergreen chest and leg styles from New Life Festival are a bit similar.

From the looks of it it's probably got cat hairs all over it, so it likely needs a good cleaning before it's available.

A bit odd only seeing it now, after many years of odd requests, along with many other npc clothes.
