Does the Amulet of the Heart not grant unique NPC interactions?

In the description for the item, it says

Certain locations or individuals may respond in unexpected ways!

but I have not seen a location or an individual do anything different at all when I activate the memento, not even while completing all of the holiday achievements that require its activation. Is it bugged, or was this simply never implemented? Or am I not using it near the right places/people?

It's a quest in itself. Find those NPCs that react. They could be anywhere in Tamriel...

Out of curiosity I've tried it at different locations I passed by today (among other things: at a decorated wayshrine and tavern, Shrine of Almalexia in Vivec City, Shrine of Mara in Sunport, in front of different companion house guests and summoned companions, at the Meridian Lens, at Sanguine's Shrine in the West Weald, even at an Undaunted enclave) since I still had it quick-slotted anyway, but never saw anything special.

I really do believe now that the text only refers to those achievements, though I really wouldn't call that "locations and individuals responding".
