I cannot complete the quest because the tribute WON'T SPAWN. At all. I've tried relogging, exiting, and all that jazz. What do I do?
Edit: He did spawn, in the end. Took me a while to find him though.

✭Same thing happened to me, didn't expect to have to look in some remote part of the map that was no where near the quest giver...lol
Now you can enjoy the disappointment that is ESO Werewolf !
