Shouldn't be able to jump into a Keep like that. Breaking down the doors or walls, sure. But just being able to jump right in, shouldn't be ok. I reported the same player a year or two ago for doing it. And they keep doing it. Seem them do it today. And...nothing will be done.
Would be great if things like this were fixed. Or if actions against cheaters/exploiters were actually enforced.

This is fixed on PTS, they added grids, they also did bigger courtyards (or something similar) to avoid jumping from outer walls to inner keep in a few keeps.
I wanted to report that the cheater is getting on top of the keeps by levitating with and without a horse. (saw it myself)

We spent the whole summer reporting him because we were tired of having to watch scrolls all day long to bash him before he could pick the scroll up.
I eventually got tired of seeing this cheater not getting banned and stopped PvP and went PvE.
@JAZZKa coukd you provide me with any of the ticket numbers you have? We can take a look and talk to customer service to have a better understand on what is happening here.

Got an email saying the appropriate actions have been taken against the player. 2 days later, see the same player in Cyrodiil using the invisibility glitch again.

When you are investigating this with Support it would be really nice to understand why they so commonly reply saying no TOS break has occurred despite such clear evidence. This happens all the time with regard to exploit/cheating reports and they only tend to get resolved by forum intervention. There must be a better way / detection method for these types of issues since support clearly doesn't have the tools available to them to identify problems like this.
@ZOS_Kevin
I added several videos which perfectly show that person flying around like a bird, ticket number is 260202-004333.

We'll raise this with customer service as well. Understand the sentiment there and will see if there is a better way to phrase some of this.
