I'm fine with being unable to queue out of Imperial City, and I think gankers lurking at sewer base entrances are part of the risk and action that make IC fun.
But with many more people running back to base (because they don't have a Sigil of Imperial Retreat, or to save AP), the sewer base campers could get out of hand and make the experience just unenjoyable and less accessible for new PvPers. I certainly remember times when IC was more popular and there were often base gankers--it just wasn't as fun.
The Sigils of Imperial Retreat work, but they have to be purchased for AP (which you don't earn much of in IC anyway) and generally quickslotted (with siege and other consumables already competing for quickslot space). When I'm in IC, no one else has any on hand, let alone quickslotted, although I'm sure the dedicated IC builds have them.
Here are some suggested changes to keep camping to a manageable level and prevent it being too much of a barrier:
- Make Sigils of Imperial Retreat drop occasionally from bosses, mobs, or scamps.
- Make the sewer base doors "quick" doors like the Outlaws Refuge, where you don't have to animate opening them.
- Add a second sewer base door nearby, so you still have to make it 99% of the way back, but that campers would essentially have a 50/50.
- Add other ways to return to base--such as temporary return points (that show up on the map to draw players like a mini-event).
Edit: This is meant to help gankers, too! When IC is too spawn camp-y, it's harder to convince people to show up to IC. Aka more targets.
