Why are the conquest mission board quests unavailable?

I just want to get arena gladiator proofs. I've done the welcome to cyrodiil quest long ago, it's not available from the person that gives it out. I went to standard Blackreach at the northern gate and none of the boards have the quest markers above them. I haven't done any or picked up any.

Retracing the steps of Siege Warfare and Reporting for Duty was suggested here:

If you feel certain you did all the steps of the intro quests, it may be worth writing to Support so they can verify the game sees them as completed and identify any specific requirements that are missing.

This happened to a friend of mine once, and it was that an internal flag got unset. Unfortunately, it took escalating that all the way to the devs for her to get that fixed.

You may need to contact support for this. The (expensive) solution is probably to just get two alliance change tokens and swap them around, but if it's what I think it is, then someone will need to handle it on the backend.

If it is the quest thing, maybe check by where they make you repair a siege weapon. That's an easy area to not finish the quest line and not realize it. And checking over there will be faster than contacting support.

If that was the case, wouldn't the intro quest or the objective be showing up in my quest journal?

It's a 3 quest chain. So, you may have completed the first part but not one of the other 2.

I didn't have those two done, now the conquest board missions are showing up! Made my way back to the siege spot and saw the quest marker for reporting for duty.

Awesome! As tomofhyrule mentioned, this situation can require intervention from support if it’s gotten into a bad state on the backend. I’m glad it was a quicker fix in this case. Appreciate the update.
