Is the outfit slot count wrong?

Here’s the situation: currently on live server, I have 2 outfit slots purchased. One on my character Gwynfour, my main Nightblade, and another on Lucius, my Sorcerer.

When I logged into the PTS, I was surprised to see that both Gwynfour and Lucius only have 2 outfit slots there as well.

Shouldn’t the 2 outfit slots I purchased be added together? If I have 1 extra on Gwynfour and 1 extra on Lucius, shouldn’t I have 3 outfit slots in total for all characters?

I mean, I BOUGHT 2 outfit slots: so that purchase should be converted into 2 new outfit slots for the entire account, right? Or did I misunderstand this? I’d appreciate an explanation from ZOS regarding how this works.

    You need to log into all characters to get the outfit slots added together first.

    At that point, all purchased slots should show. If your example, you say you have two characters with one slot each (so each has two slots: the default and the purchased one). That means after logging in, both characters should have a total of three.
