Why are some elixirs and scrolls character bound?

Hi,
I find it a waste when i have many itmes in my characters' bags that they can't share with each other. Not all my characters use Gold coast spellcaster elixir yet these are character bound and i cant give them to my characters that need them. I hate destroying them. Why not make all scrolls and elixirs account bound so any of our characters that need them can use them?
What do you think about this?

    Character bound items are rare and are usually associated with some sort of quest, the quest unlocking subclassing comes to mind. The primary reason they are character bound is the prevent somebody making a character, doing that quest, moving item to bank, deleting the character, remake, rinse, repeat.

    Obviously that quest in example is less of an issue given U49 removes the need for skill respec scrolls. Rationale remains the same though.

    These were the level up rewards, they are account bound to prevent people from making a character getting a few levels and generating a bunch of stuff for your other characters. Does it really make sense in the context of the worth of those items and the time it would take to level up? Not really, but it is what it is.

    A bunch of my alts have the level up rewards still, I should just delete them but I figure I will use them eventually with endeavors that require poisons and such.
