Draconic Power - chain instead of claws?

I'm honestly flabbergasted at the decision to move the chain to Draconic Power instead of the claw. Putting the word "draconic" on the text doesn't make it feel like a draconic spell. It's a pretty big thematic miss, and I'm not sure what the mechanical reason behind it is either. The current version has two health-scaling heals and a healing received passive in Ardent Flame, but only one self-healing skill in Draconic Power. Wouldn't it make more sense to spread them out anyway?
