Mentioned in the patch notes, says there is increased counter play to shattering rocks since it can now be dodge, but this couldn't be further from the truth. While I do get to roll dodge out of it in like 1/10 attempts, Its hard to see the animation under your feet to dodge it.
Additionally, having a delayed stun allows for broken guaranteed combos in subclassing, Like Shattering into Merciless resolve, or Shattering into Blast bones, or shattering into shalks etc.
Add the new 100% pen and 100% crit strike from onslaught and you have yourself a 1 GCD combo that kills almost anything. 40k resistances 3.5k crit resistance cant save you.
Maybe I'm just washed at PvP, but the counter play seems non existent for shattering rocks.
