Neither of these items light up, ie., zero change when toggled in the Viewer. If they are lighting up, it must be so dim that I cannot see it.
This is true with the light from most glowing and toggle-able objects. The light they give off is barely emitted beyond their own structures, and very dim at that.

I'm an enjoyer of dramatic lighting and happy we have dim options
(if it were ever possible, a Hue-Saturation-Brightness slider for lights would be amazing: https://moonpile.tumblr.com/post/786574441458139136/eso-housing-wishlist-huesaturationbrightness ).
...But even so, Khajiit must admit, there is ZERO light coming from these "incandescent" bulbs!
And I'm not sure it's a bug, but it would be nice if the Valenwood Skull Blocks had an on / off toggle for the effect:
