I haven't played since Somerset so I was really intrigued to be able to jump back in without having to get all the past chapters but they weren't very clear on that.

Classes: No, classes are sold independently in the crown store. They become detached from chapters when the chapter enters the crown store. No news on if they will become base-game.
Dungeons: No news on if dungeon DLCs will become base-game. This will be interesting with the MoS + MHK solo modes to see if they will make Wolfhunter base game, if the solo modes will be base game, or if you will have to have the Wolfhunter DLC to use the solo modes.
Chapters: They're adding Orisinium, Thieves Guild, and Dark Brotherhood to base game in Q1. Greymoor later in the year. Morrowind was made base-game in 2022. It doesn't seem that they're rolling chapters into base-game in order as Summerset, Clockwork City, and Elsweyr came before Greymoor.

The 2025 Premium Edition will give you access to all of the previous chapters and the 2025 dungeons. Older dungeons are still separate purchases. You'll have access to every major feature except Clockwork City's transmute station. But, you can get access to the transmute station from the craftable version anyway.

2025 Content Pass comes with former chapters and their classes/systems, but not with minor DLCs.
