Who knows. What if it was a kind of hub from which we could experience the history in the form of instanced content such as dungeons, trials, arenas or whatever.
Doesn't just tell you stories, but places you in them.
They did mention ship battles for example. This could be a way to put you in that situation.
It's the sort of thing I always hoped the infinite archive would do. Getting pulled into books by inky tentacles. For example some exaggerated telling of some quest you once did which is remade into some awesome instanced thing.
