it could mean it is in development (i hope so), but could also mean they just used it as an example of someplace we might get in the future,
in which case they could have also said Whiterun, Torval, or Blacklight.

I mean it would be very fitting for the last quarter (Season Two) this year as Skyrim will celebrate its 15th Anniversary. And maybe, maybe it's a new hub for the announced large-scale world events in Skyrim.

I don't know about this year but if we get Winterhold I hope they'll give it enough development time. I'd really like to see another city as big, vertical and fun to explore as Abah's Landing.

But yeah I don't think they'd name drop it if it wasn't in development. Then again, the previous leadership sometimes hinted at things that never went anywhere, so who knows.

For me, with all of the other player requests that were met during this Livestream (my gosh, hiding ugly outfit pieces!!!) and knowing that Winterhold is probably the most requested zone from players, it only makes sense that Winterhold would be the next zone. 🏰

Of course it will be Winterhold soon—something went wrong at the Bandaari festival there and turned everyone nearby into alfiq. And someone has to figure out why and who did it before it's too late ...

Or, it could be than a group of evil wizards has taken over Winterhold and erected a magical barrier around Winterhold and we will have to spend the first half of the season doing dailies and collecting vitrified snow left by the blood of fallen enemies to try to break through that barrier.

They mentioned "dynamic world events", dynamic such as dragons out of elsweyr and back in Skyrim. I bet this will happen for sure on Skyrim anniversary with Greymoor going free.

Oh I forgot about that! It would be nice to see the college and surrounding area before it was wrecked. That's one of my all time high things I wanted to see out of a prequel, right up there with Kvatch and maybe some Snow Elves (although the latter is unlikely).

I don't know enough about lore to know if the College of Winterhold exists in this era but I'd easily gobble up a huge mage school themed part of a zone.

If they really wanted to bring back Dark Brotherhood they could tie them into some plot about the Nord's distrust of magic too.

I'm sure they'll announce winterhold soon.
Skinnycheeks has a video with a rundowm of the new stuff coming, and the seal of winterhold college popped up several times between explanatory tables. I call that confirmation.
