If you ask me, I will say the entire Scroll subgame needs an overhaul.
One, let us choose which scroll quest we want from a list based on availability (what scrolls are possible to take at the time)

This right here is part of something that has bothered me for ages. Why can’t we just choose what scroll we want to go after, rather than waiting for a certain scroll to come up randomly? Seriously, ZoS, that needs to change.

That’s a terrible idea. Under that plan, if AD fights DC to take Mnem from Glade, they can just dunk it immediately, and it’ll teleport back to Mnem temple on their turf where it’s literally supposed to go in the first place without having to run it at all.
The only problem with teleporting the scroll back to the shore is that I guarantee there will be trolls waiting on the shore to pick it up and dunk it again.
Honestly, the solution is to get rid of environmental hazards altogether. What purpose do the slaughterfish serve? What is the tactical reason for cutting off entire bodies of water? Would anyone care if there was no lava? Just get rid of all of it and let people pick up scrolls while swimming. Problem solved instantly.
