It's not that one, It literally looks like the normal skeleton but with what looks like an iron chest plate and shoulders the rest of the body is just bones.If I see the guy again I'll take a screenshot because I've seen him twice now.

Could be from drinking the Witches Brew Memento from during the Halloween event and the player just hadn't logged in since that time so the buff stayed while logged out.

Your character's size determines the size of the hitbox. Due to the problematic nature of having a pinky toenail in an AoE with a larger character, the Skeleton and Cadaverous Assassin provide smaller frames, and so smaller hitboxes. They are needed as is for some HMs and Trifectas.
