You can exchange any card for “2g white card”. If you exchange Eagle's starter, your deck will go from “1 Red Eagle, 6 Treasury” to “7 Treasury”, which is more “white cards” than your opponent had at the start.
I see a lot of weird stuff lately. Opponents playing cards they never acquired, buying cards for free, gaining gold, power and prestige from nowhere, but can't prove it since I don't record my games and don't care enough to report them.

theres a lot of cards which allow you to just obtain cards without paying for them
a huge portion of those are in the hlaalu deck (hlaalu has at least 3 or so different cards which let you take a tavern card of X or less value when played)
other stuff like opponents gaining seeming large amounts of gold, power, or prestige are usually due to combos, if they are playing cards fast it can sometimes be hard to follow if less familiar with what a card does
without seeing what was going on though cant really offer much more advice though

well without some major gamebreaking bugs i dont see how any of those things your seeing would happen
and without any screenshots or recordings, what i said was the best advice i could give without knowing your experience level with tribute, or any of the other details (such as patrons in play during the games where saw issues)
