Was going to comment this exact thing.
If the lag being experienced in PvE currently was due to having 2 PvP servers up and running at the same time, then the lag should be better, not worse, than usual, because usually there's 4 PvP servers running simultaneously, not just 2.
Been like this for over a month for me. I'm sitting at 600 ping with massive spikes up to 1,500+++ and a ton of disconnects. It appears to have something to do with the implementation of Vengeance.

I had a bad lag spike in Veng before yesterday. This was the first time ever I’ve experienced lag in Vengeance. Would that be because the laggy GH is enabled at the same time, I wonder?

Some folks proposed it was seasonal DDOS attacks, but it seems weird that they stopped once Vengeance ended.
