It could work if you complete his questline. You would not run into him. That could be a requirement in order to unlock him as a companion.

I've been waiting for more companion announcements since the last two and, as of the stream the other day, my hope for any more is near zero.
They seem like very good content options in a game era where we aren't necessarily getting new zones/locations, since their quests are often written into old zones already. But no companion news despite this fact is not a good sign IMO
