We had some folks tied up in trying to get everything answered for this (there are a lot of moving parts at the studio right now, gearing up for U48 and items for next year), so I have taken it over to try and get Q&A 3 done. I am hoping to get this done in the next several weeks. So hopefully by Mid-October at the latest.
Probably never. Its almost been a year after all. I don't think they care anymore..

I don't think it is they don't care anymore I believe it is they can't care anymore.
Reasoning behind my belief is because I feel the Direction coming from the (top) meaning Microsoft, it's all about the 30% profit margin and PVP doesn't fit in that margin it could have and it would have if they would have taken care of it over the years but sadly they did not.
I played PVP for years now and have given them every chapter money ESO Plus Crown store purchases blah blah blah but no more they don't take care of me I don't take care of them what I got is what I'll play nothing more nothing less

It is not cancelled. I am actively working on this. My goal is to have the rest of this finished by the end o this week and have this go through our localization process over the next 2 weeks. So the plan is to have this out right be before Thanksgiving.

This post perfectly sums up the ZOS approach to PVP. The questions were solicited in Q1 (or was it Q2?) of this year and here we are near the end of Q4 with no response. This task has withered on the vine, just like Cyrodiil. Supposedly ZOS is working on it much like with Cyrodiil, but almost a month has passed since this post and another self-imposed but obviously arbitrary deadline never came to be. This Q&A, just the like fixes for Cyrodiil, will likely never see the light of day.
Here's a suggestion on how to tackle some of the Cyrodiil problems, which are more gameplay related than anything. Take a common player complaint, such as heal stacking. Add a new pair of buffs like Major and Minor Medicine. Use a database flag to mark everything that produces a HOT as one of those two buffs. Use Battle Spirit to recognize the DB flag and then prevent a second Major or Minor Medicine buff from being applied so that it impacts only PVP and not PVE. Spend a day or two testing it to make sure it doesn't blow up the game and then release it via an incremental patch. Stop this nonsense about releasing changes only once or twice a year. If there is a significant problem with it, players will find it and report it. Once released live, move on to the next issue or bug and do the same thing. Change a value or flag triggered only by Battle Spirit and push it live after cursory testing. Be nimble, agile or whatever you want to call it. Just be responsive to players and their concerns - something I know which is very rare for ZOS when it comes to PVP. It something doesn't work, simply disable it via the next incremental. Keep the cycle going. Players will be far more receptive to a fix that needs backed out than they are to the absolute abandonment of issues in Cyrodiil like we see now.
Stop devoting so much time to Vengeance and focus those work efforts on things impacting the actual player experience today. Use Vengeance as a replacement in the future for Blackreach, Ravenwatch and Icereach so that lower level players can compete on the same playing field as everyone else. Vengeance may be liked internally but players are not clamoring for it like they are resolutions for the problems that experience every time they step into Cyrodiil.
If I could request one wish from Tamriel Santa, it would be for ZOS to listen to the PVP player community instead of corporate management as to what players want from the game.
