"patched up" and available are not the same thing. ZOS often patch in content weeks in advance but it only becomes available on a certain date.
It's likely the content for phase 2 is already there - as evidenced by the boss appearing when he shouldn't have. So when U48 hits it will likely be for other changes rather than the event.

It’s not “likely” that the Phase 2 stuff is already there, it’s guaranteed that it’s there. Phases 1 and 2 were added to the game with U47. Also, all servers will necessarily hit Phase 2 before consoles even get U48.
They also directly confirmed in the Known Issues thread that Ghishzor was removed from the game after dropping early and would return with the U48 release.
