Race should remain as it is - a very minor concern if at all. Ideally, race should be a cosmetic choice, like hair colour or name.
If they decide to tweak it, they should try to find options that add some flavour without really impacting gameplay.
Once upon a time, racial choice made for a more noticeable impact. Not so much anymore. This is yet another example of immersive game elements eroding away. Sadly, I don't think simply tweaking the passives would offer much of a solution, as the game overall over time has been so fully homogenized into a system where specializations and uniqueness are now more a detriment than a benefit.

I said it before - now that subclassing is a thing, the only thing that will cause any deviation between players besides build is racial passives, and it will only be a matter of time before some players start asking to change this too.
This is where the line needs to be drawn. ABSOLUTE NO. Subclassing IMO should never have been a thing, but racial passives have ALWAYS been a thing in ESO games. This has got to stay.
Some racial passives are weaker than others, it is true (Argonian, Redguard, Woodelf), but those can be buffed. We just don't need to get rid of racial passives so our characters are generic.
I hope racial passives can be configured for each character and saved with the armory, or removed altogether, so that my armory builds can be optimal for each role and class.
