Other people *can* see your eye, I think in trials it might be disabled? But in dungeons deffo can.

Other people can see your skill styles. At least, in PvE. I haven’t tried in PvP.

I'd give anything to be able to turn off all other players' skill styles, including (especially) the red twilight.

It just occured to me that in this particular case, it may not actually be visible to other players on consoles because it's an Ultmate skill. I'd forgotten that PC version has the toggle option to see other players additional visual effects, but consoles don't have that option. Many of the Ultimate visuals for other players are turned off by default, so console payers may be out of luck.
I'd forgotten that consoles don't have that option in my earlier reply.
