Yeah so this quest is still super broken and I would just like to ask very nicely for it to be fixed as soon as possible because I have been wanting to get through this story on my main character for a week and if it takes until next week to get it fixed yet again and I don't actually get to do it until it goes Live I am either going to cry or throw my couch out a window. (Possibly both.)

Pretty sure the tint is part of an encounter. It takes a little bit of time to trigger but it does happen. I went back to that spot since I assumed it was for a quest I hadn't found like the one in Skyrim but it seems to just be for an encounter.
I've seen it now. Is it a one-time thing? Because it is interesting.
The only potential issue I see is that it takes a whole while for the encounter to appear, so some people might just assume a bug and continue their way and won't see it.

Update if anyone's concerned about my mental health: I ended up taking a template alt through some old zone quests (Camlorn/Cath Bedraud, Rivenspire, and Summerset - skipping Coldharbour to dodge the quest-blocking bugs) and am now going through the new storyline with her. So my couch and windows are safe, and any crying done will be for other reasons.

How did you get past Zysax kind stranger on the internet - I've been trying to get past him for 10 days ish and like you I really want to see how the story ends ..
I wanted to check out the Tide-Born Pool achievement furnishing but the striking locales in Eastern Solstice are not registering for the Solstice Pathfinder achievement. As shown in the screenshot, none of them are ticked off for the achievement but they show as discovered on the map.
Additionally, there is one in the achievement called “Stone-Nest Breakwater” but on the map it’s called “Xaht Jeel Pier”.
Tested on a CP3600 template character, went to all the striking locales in both E and W Solstice to test.
Does anyone know if this has been fixed? I don’t see any comment about it in the patch notes.

Having the same confusion. Patch notes say the fortress is not necessary anymore, but I am directed there with no way to continue the main story on the eastern side. Yesterday I finally had other people with me in the fortress but it bugged out (see thread on fortress bugs). It's frustrating.

(Quest) Roots in Stone: The ending of the quest in Xor-Hist is bugged. The Voskrona Guardians that were supposed to attack the final boss attacked me instead(Not sure if I might have accidentally hit them first? But I had friendly fire disabled - "spare innocents" or whatever it's called in the settings - , but I did use an ultimate at the boss standing nearby and I had Azandar active, so maybe it was related to that?) - Even worse, they have no health bar, so I couldn't defeat them; and I couldn't leave the location either - a courtyard - since I couldn't activate the doors because "stuck in combat". So I let them kill me and respawned at the local wayshrine. Returned to the courtyard, and this time, they left me alone. Boss was defeated. But then, I couldn't turn in the quest because the npc I was supposed to talk to wasn't interactible. There were also some daedra still standing around not reacting to anything.
