These two are still bugged as of this patch.
It's supposed to automatically opened and read accepting those quests right? What triggered them not being added? Did you close it too fast maybe?
EDIT: is this another grouped party bug? I do not know what you were doing at the time, so just throwing out ideas.
I have no idea. These are from the Reach so i am guessing i did these quests on the release date. I remember logging in on that day and doing these basic things. But i am not sure if i was grouped or not. In my alt characters i have these books.
The Reach has the most bugged books of any Zone.

Of all the things that are completed for our accounts by one character... why can't ZOS make the lorebooks that way??? It would take care of a LOT of issues right away - certainly for lorebooks not collected during (or before) quests are completed!!
Never thought it's necessary to make them account-wide, always wondering, why not install a NPC somewhere. Knows-all-books, the librarian, maybe. Eyevea seems a good location for him/her. You go there and just ask for a specific writing (with search function, of course) and it will be checked, if requirements (quest done, zone completed, tot-card activated, ...) are fullfilled (except the have-read-variable). And to avoid, that someone goes there just to read all books, instead to collect them in the world, only one or two requests per day are allowed. Or, just quest-related books are available there. For example.
Wouldn't that be easier? I don't know.
This is in line with the companions and other things. That particular patch note refers to specific Eastern Solstice books that were associated with quests that could be missed while questing and locked off.
I'll note down the Lorebooks Known Issues you linked, however, and we'll dig into those to see what's going on.
