Terrified should be sourced from Deafening Roar

Deafening Roar is the morph which allows you to taunt, which you would only want if you're playing the tank role. Only tanks should be using abilities which fear/stun enemies.

It makes no sense to put the damage buff exclusively on the damage dealer morph of the skill, when that only encourages damage dealers to fear enemies. It would make far more sense to source Terrified exclusively from Deafening Roar, as that would encourage you to bring a dedicated tank into your group if you wanted to deal increased damage.

    I never really bother with stuns or fears when playing a tank in PVE content, it gets in the way to grouping up the weaker enemies so they can be taken out with area of effect abilities and most bosses are immune to both.

    To me fears and stuns are more for dealing with other players in PVP, whether it is to disable them so you can use burst damage to kill them or to attempt to flee a fight.

    I do still think that both morphs of Roar should fear enemies, but asking damage dealers to risk putting enemies in an AoE on crowd control immunity is only going to be a hindrance to tanks who need to pull those enemies. Honestly, the best solution might be to scrap the Terrified effect entirely — just put the increased damage back on Piercing Howl and its morphs with a different requirement. It's okay to have one skill on your bar go unused.
