This is probably a stupid question that has been answered repeatedly, but I've been thinking about it a lot lately. Why aren't there Skill/Attribute respec shrines in Cyrodiil?

StihlReign✭✭✭✭✭Not sure, but the additions at the gate look horrible on ADs side. It looks like someone without a care in the world just tossed the 'new' tables in and walked away.
