I’m not insane but this game often makes me wonder if I might be wrong.

When queuing for a dungeon, I have no problem hearing when the timer runs out but I miss roughly fifty percent of the sound alerts letting me know my dungeon is ready. Are the two alerts at different volumes? Is the initial alert sound not functioning properly. I am literally sitting here, with no music, looking at my tablet and boom I hear the sound and see I am no longer queued.

There are sliders in the Audio settings for all the different types of sounds. Try adjusting those and see if it helps.

You're not insane. And I'm pretty sure it's less a volume issue but more a range issue. I've never actually looked into it, but I'm convinced many of the sounds need to be remixed to ensure they're all within the sound range of the average television/monitor/budget-quality speakers. I think at conception, the plan was to ensure some really awesome sounds, but neglected to pay attention to the range your average non-professional quality speakers can produce.

There are numerous alert sounds that I'm sure a not insignificant portion of the playerbase doesn't even know exists until the first time they play the game with a quality set of headphones. The first time I used the Arcanist Beam while wearing quality headsets, my mind nearly exploded! The difference was simply staggering.

For the longest time I wasn't aware that the pins in the lock-pick minigame are supposed to make a rumble sound when at the sweet spot.

I have an addon called Auto Queue.

I was constantly not hearing the queue sound, and this addon automatically accepts the queue. Problem solved!

How wonderful! I didn’t know there was such a thing!

Edited to add: Oh, OP, thank you for letting us know you’re not insane. 😊

I am also not insane, though I have nothing to back that up.

The sound needs to be more than a whoosh. It's really easy to miss, especially if there's something noisy happening around you. They need an option to make it something louder and more obvious.

If i'm idle in game, waiting for queues, but periferic looking at the screen, reading a book, etc I usually miss too the visual queue alert, along with the sound. I found to be better to stay at another window l, then eso window flashs when queue is ready.

i am totally insane. but i'm also half deaf. i usually need to find addons that let me change the sounds, make them louder, and/or add something visual.

Do you know if this add on works for queuing into Cyrodiil?

Happened to me several times, it's easy to miss the warning if you're not looking at the screen.

Exactly. The sound for the Gray Host queue in Cyrodiil is a loud sword clanging noise, easy to hear. The sound for the group dungeon or BG queue is a whispery shhhhh. If you are not staring intently at the TV you will miss it.
