Absolutely, a remove structures option would be great! I would like to be able to purchase multiple of the base game properties as well, moon sugar A, moon sugar B etc. I'd love to build in those properties again without tearing out the builds I have now.
I'd like this, but have doubts it will ever happen due to how 3D models are made and optimized. There's most likely nothing there if you remove the building – there is no landscaping under it.
Of course I don't work at ZOS so I don't know for sure, but explaining for those who may not know: From a 3D optimization POV it doesn't make sense to have anything underneath, basically costing data while never being visible. So that means they'd have to redo and fill in parts of every plot this became available for.
Just like saddles are "baked on" to mounts and armor is "fused" together. Unlike parts that are already separate and can be hidden easily (i.e. entire helmet, entire shoulder), we're not likely to ever see parts of "fused" 3D models be removable – flaps, tassets, mount saddles, houses from plots, etc.
I remember asking for more spots(or multiple of the same one) years ago. I like to build my structures. Glass towers, cabins and caves that visitors mistake for system generated, huge mazes etc. Zos, people out here will spend money on a blank plot, minimal effort! Can we get this relayed to someone in design?

I've always wondered why they won't sell us multiple of the same plot. Seems like easy money.
But first I need at least one home I want to buy. I absolutely love ESO's detailed furniture props. The Alinor style. The alpine biomes with pine trees. Antiquarian's gorgeous aurora skybox.
And yet all my favorite homes are less than 700 slots and plagued by buildings we have to spend those precious item slots to cover up / come up with creative ideas to block off the buildings.

We can set down our own flooring without worrying about grass clipping through the first floor. Perfect spot to build our own structures.
Or we can place down a furniture item that is a wide area of foliage. Players have been requesting different styles of foliage flat terrain as furniture items.

I might be wrong on this but I think "there's nothing there" doesn't mean there's no rocks or plants or other decoration already in place, it means there's nothing there - a hole in the terrain showing the bottom of the sky box underneath. Just like how if part of a character or mount model doesn't load you don't see the skin or flesh or whatever would realistically be under it, you see a transparent section with whatever's behind them visible through it.
It might be possible to cover those holes, but then you're right back to spending furnishing slots to cover up things you don't want to see. Also you'd need to make sure you use furnishings with collision or players could fall through them and get stuck under the map.
None of which means it's impossible for ZOS to create versions of homesteads without buildings, but it does mean it's a lot more work than just selecting the building and pushing the delete button.
