As I said I can't use my mouse to look up or down now. I couldn't open my chests in my house because I could not target them.

I disabled my addons and still the same problem.

    Mouse works outside the game.

This is definitely an addon thing.

I didn't have this problem when I went in this morning, but I just updated addons and now it hit me. I need to see which one it is.

I do know that there are some addons that are affecting the game even when deactivated. Like how HarvestMap will add a distance marker for every single node just for being installed.

    FIXED

It's Synced Account Settings. Noted on the ESOUI page: "If you can't move the camera up and down with the mouse, set the "Camera - Vertical Lock Speed" game option to a normal value and redo your settings save in the addon."

Just go in to Settings -> Camera and you'll see that Vertical Look Speed is set to minimum. Just pop that back to where it's supposed to be and done.

A guildie just sorted her mouse issues by renaming the usersettings, addonsettings and saved variables directory and is now testing to see which file it was of those three that fixed it.

Push [esc] to open the menu
    Go to Settings
    Open Camera
Reset the "Vertical Camera Look" values. They're at -6 and the slider doesn't go past 0, so that's why it's bugged.

You'll also need to resave your Account Settings so the new value is saved

If you mean, what value is the setting supposed to be set to, I think maybe that's a personal choice, so try different values to see which one you like best.

    That took care of it.

Why would it all of a sudden change?

The "vertical cameral lock" is a new slider, so the addon doesn't have a data point for that when it sets everything. Because the game is then being told to set something that doesn't exist, it sets it to -6 (which is an impossible value since the slider is only 0-100), and that locks it completely.

All you need to do is get the addon to overwrite with a new version that now takes the new slider into account.

    It’s Synced Account Settings.

The issue is that the vertical camera speed slider itself is new, so the addon’s save doesn’t have data for it, so you just need to give it info.

Either delete the addon’s Saved Variables, or the easiest solution is just log into a character and set the slider how you like it, and then save the settings as you did when first setting up the addon.

Same problem, this forum thread helped me fix it, and I was able to pass along this info to someone in game. Thank you all!
