It's Synced Account Settings. Noted on the ESOUI page: "If you can't move the camera up and down with the mouse, set the "Camera - Vertical Lock Speed" game option to a normal value and redo your settings save in the addon."
Just go in to Settings -> Camera and you'll see that Vertical Look Speed is set to minimum. Just pop that back to where it's supposed to be and done.
