Your friend can submit a ticket using the account recovery page for Elder Scrolls Online. It's for players in situation to be able to submit a ticket when they can't login for whatever reason.

Your friend should not have sent more then one ticket for the same issue as that will put his/hers/theirs ticket back in a new queue (it will not escalate tickets by adding more tickets), only update ticket when there is new information to the same ticket and respond to CS updates in time to avoid ticket will getting closed.

This. By spamming tickets, he's made it take longer. I understand he wants answers but he needs to be patient and stop running to the back of the line.

I’m writing on behalf of a friend who was recently banned from ESO without any clear reason, he not received a letter about banned.
so he send a ticket with the number 250815-000915,but answer still not tell us reason we’ve played together for a long time, and he’s always been a dedicated PvE player who follows the rules and contributes positively to the community. He’s never engaged in any form of cheating.
my friend from chinese, he need run VPN play eso
i know few one have unfairly banned experience about vpn auto ban ,so we’re hoping it can be reviewed.
